Mr. Gary Huang is the CAREC Institute Capacity Building Lead E-Learning Specialist and Coordinator for the Institute’s E-Learning activities. He has years of experience working for the CAREC Institute and engaging with international development partners to develop E-Learning platforms and to deliver collaborative, systematic and cascading capacity building activities in blended or hybrid modes.
