Visiting Fellow

Lee Tuthill is currently a Visiting Fellow with the Institute for International Trade of the University of Adelaide focusing on services and digital trade policy. She worked at the WTO until 2021 on services trade and implementation of the General Agreement on Trade in Services (GATS). While there, she was responsible for telecommunications/ICT, emerging technologies, and digital trade. She witnessed the drafting of the GATS and managed the negotiations on the Annex on Telecommunications as well as the subsequent negotiations on basic telecommunications, during which the Reference Paper on the sector's regulatory principles was negotiated. Also, she served as Secretary of the WTO dispute settlement panel on telecommunications between the U.S. and Mexico. She covered WTO e-commerce discussions since their inception in 1998 and continues to engage in trade and ICT advisory work with the UNITC, APEC, the WTO and other organizations.
