Huang Dechun: Male, born in February 1966, professor, doctoral supervisor, member of the Academic Committee of Hohai University, leader in the discipline of applied economics, executive director of the World Water Valley Research Institute, director of the Overseas Center (Laos), director of the Academic Committee of the School of Business, director of the Institute of Industrial Economics. He served as an adjunct professor at Columbia University Water Center, a visiting researcher at the Fraunhofer Institute in Germany, an investment decision consultant of the Lao National Commission for Industry and Commerce, a vice director of the International Federation of East Asian Management Societies (IFEAMA), and a member of the BRICS Think Tank Cooperation China Council. He is the leader of the outstanding innovation team of philosophy and social sciences in Jiangsu Province universities (Lancang-Mekong Cooperation innovation and risk management under the background of the "Belt and Road" strategy), and the executive director of the "World Water Valley" and Water Ecological Civilization Collaborative Innovation Center of Jiangsu Universities. He has been engaged in research on resource and environmental management, industrial investment and planning, project risk management, and river basin economy and has presided more than 100 major projects of the National Social Science Foundation, the National Natural Science Foundation of China, the National Social Science Foundation, the Provincial Fund, international cooperation projects and consulting services entrusted by government enterprises. A number of research results represented by "Suggestions on China's International Strategy for Water Security" have been adopted by government departments and enterprises. He has visited Europe, the United States, Asia and other countries and regions many times, promoting international collaboration and exchanges as well as the development of the Water Valley Think Tank.
