Mr. Johannes F.Linnis a Non-resident Senior Fellow at the Brookings Institution, a Distinguished Resident Scholar at the Emerging Markets Forum in Washington, D.C., a Senior Fellow at the Results for Development Institute and a Senior Research Fellow at the International Initiative for Impact Evaluation.Johannes currently serves as Global Facilitator for setting up and funding the Systematic Observations Financing Facility of the World Meteorological Organization. In 2011, 2014, 2017 and 2019 he chaired replenishment consultations of the International Fund for Agricultural Development and of the Green Climate Fund, respectively. From 2005 to 2010 he was Director of the Wolfensohn Center for Development at Brookings. During this time also served as Special Advisor to the Central Asia Regional Economic Cooperation Forum (CAREC). Prior to joining Brookings in 2003, he worked for three decades at the World Bank, including as the Bank’s Vice President for Financial Policy and Resource Mobilization and as Vice President for Europe and Central Asia. After leaving the World Bank, Johannes served as leader and principal author of the UNDP’s Central Asia Human Development Report (UNDP, 2005). In 2007 he published an article on “Economic Integration of Eurasia” (in Europe after the Enlargement, edited by Aslund and Dabrowkski).). He co-edited and contributed to four books on Central Asia –Central Asia and the Caucasus: At the Crossroads of Eurasia in the 21st Century (Sage, 2011), Kazakhstan 2050: Toward a Modern Society for All (OxfordUniversity Press, 2014), Central Asia 2050: Unleashing the Region’s Potential (Sage, 2016). China’s Belt and Road Initiative: Potential Transformation of Central Asia and the South Caucasus (Sage, 2019). He currently advises the Asian Development Bank on issues of economic cooperation and integration in the CAREC region, and in particular on strengthening the CAREC Institute, a think tank devoted to regional cooperation.Johannes’ current research interests are in the areas of development effectiveness (with a special focus on scaling up successful development interventions), global governance reform, and regional integration and cooperation (esp. for Central Asia and for Asia-Europe). Johannes holds a bachelor’s degree from Oxford University and a doctorate in economics from Cornell University.
