Modern Heat System Management
A series of online webinars was held on ZOOM platform from May 17th to June 15th 2022 as part of the “Capacity building programme for civil servants, technical experts, business representatives and public organisations of Kazakhstan in connection with the forthcoming changes in heat sector legislation”.
The capacity building programme was initiated by the leading German engineering consulting company Dornier Group, which was engaged by the Asian Development Bank and the Ministry of Energy of the Republic of Kazakhstan to support the development of heat energy sector legislation and has been working on advisory documents and draft laws since 2020 (ADB TA 6564 KAZ). International and local experts from Dornier Group and its training division Dornier Academy were engaged for the lecture and discussion part of the programme. Organisational and technical support for the programme was provided by the Kazakh-German University.
A total of 14 webinars were planned and conducted, divided into 4 modules: technological, planning, tariff setting and institutional. In each webinar considerable time was devoted to answering participants’ questions and discussing controversial issues and problems identified by the speaker and suggested by the participants themselves.
The capacity building programme was a great success: each of the 14 webinars was attended by fifty to over hundred representatives of all stakeholders: ministries, financial institutions, local executive bodies, heat sector entities, educational, scientific and project organisations, public associations.
