CAREC FTA: Course 3B Sanitary and Phytosanitary Issues

This lecture provides an introduction to the highly technical area of sanitary and phytosanitary issues and how it is governed in international trade agreements, including the WTO and free trade agreements. The lecture is divided into five sections.
It begins by introducing the history of SPS as a trade policy and negotiating issue. It then moves on to the scope of application of the WTO SPS Agreement and SPS chapters in FTAs. It then discusses the main substantive obligations contained in these provisions. Nex it discusses SPS issues in CAREC before concluding with negotiating issues and strategic considerations.
Course participants should come away from the course with a better understanding of the interface between biosecurity and trade liberalization and an appreciation of what this could mean for their own countries’ offensive and defensive interests in any future trade negotiations.
